Command line options documentation

I added documentation for the command line options to the developers
handbook.

The documentation is based on the German manual in the repository. There
were a couple that options that didn't seem to work for me (using
Windows XP). The -v didn't display a version number and the -widgetcount
didn't display a debug message after quitting MuseScore. Are these
features limited to Linux? If so I will make a note of this in the
documentation.

Also I'm not sure what -session does.

The version number option is only supported for linux. The number is printed
to stdout (console) which is only present for special compiled debug versions.
The -widgetcount option is a qt option and works for linux but maybe has the
same problem as -v on windows.
I also do not know what -sessions does and would suggest to drop these option
in the documentation. Same for -widgetcount which looks irrelevant.
